Translation
The fire divine is the head (of Nature's bounties), the summit of the heaven, the lord of the earth; it sustains the seed of aquatic life. (1)

Kakutpatih prthivyah, of the quarters or the regions and of the earth. Here the word patih is to be connected with ‘kakut’ and ‘prthivyah’ both. Араm retamsi, causes of the waters; literally. seeds of the waters.
